This wasn't a trial, so apparently the FBI took that as an excuse not to prepare for the proceedings. I can understand that someone needs to review 2 year old notes in order to properly testify. But that means you have to review the 2 year old notes, not just hope that the judge will trust you that you know what you're doing.
