Someone must have waived these requirements, therefore why would mere employees have access to this kind of information. Under Ashcroft and Jeb Bush, all files would 'disappear'. It doesn't seem possible that employees would have this information. Especially if a bank exec was complicit in setting up the no-documents accounts.
