The El Paso articles seemed to say that by saying "public", but here's a link that says it is open to the public (at 8 AM)

"EL PASO, Texas -- Senator John Kerry will join Congressman Silvestre Reyes at a field hearing of the Senate Foreign Relations Committee Monday at UTEP.
