to add that Kerry spoke of the importance of having the Arab league and he spoke of the UN resolution. One could think from this - as at least one person did that JK did want the UN - unlike Lugar.
Lugar's big difference was in wanting a Congressional vote - that JK did later respond to reminding Lugar that he too has always asked for that - when there is time. That is a huge difference - and though it happens all the time, there should be a vote.
