It can't help your negotiations if you bash the people you are negotiating with (and that was what Shultz wanted), say your position is firm at some unreachable point, or leak the status of the negotiations.
Shultz wants content for his show - the more fiery the better. Sometimes that does not make for good legislating. Shultz did seem to really respect the Senator - even when he was not on.
