It is actually election fraud, Voter fraud is very rare and involves fraud committed by voters. Election fraud is the correct term for manipulating the results of an election.
It is important because the RW uses false claims of voter fraud to disenfranchise voters and there are very few cases - to confuse terms makes there claims appear to be important when they can't even show examples. Also, in the case of election fraud, one must be clear that it is not the voters fault, the term confusion only helps the bogus claims of voter fraud while making unverifiable voting election fraud schemes appear to be on par with their bogus claims.
I noticed you only used the title of what you posted, it would be a good idea in the future to put "voter fraud" in quotes in such an instance.
Putting on my own ti-foil hat I will admit I believe there has been a deliberate attempt to confuse the terms, and it is working, so let's not help with that just because an author has probably innocently, fallen into the trap.
