The +162,000 is a net gain. There are 162,000 more people working this month than there were last month.


The reason that the rate stayed at 9.7% is because more people responded to surveys saying they are looking for work, but are not currently employed.

This is also a good sign. People who previously were saying they stopped looking (and therefore weren't counted in the unemployment rate anymore) are now looking again. This shows optimism growing that the job market is improving.
