Disturbing the Peace is just one.

Also, the other business owners in the mall in question will most likely have the cops on speed dial till the guy in question's business is closed. I formerly owned a business. A white supremacist with a gun fetish had a business in the same building and less than 100 feet from my front door. He drew on me during a discussion; the cops came, his business was quickly relocated.

It's smarter to let the bigoted ass open his doors and shut him down legally, via lack of revenues and enforcing local laws, than spend hundreds of thousands in legal fees to keep him out in the first place.
