Two more things to consider about the off-shore fireworks display.
(1) Just how experienced with fireworks are the emigre technicians and just how safe are their launching platforms going to be? Fireworks can be dangerous, especially on small boats. That picture showing the small boat and the guys with scuba gear hanging around makes me nervous, and I don't even pretend I have any great faculty with fire prevention.
(2) Just how close are the nearest search and rescue teams? If something goes seriously wrong with the fireworks display, I suspect that the nearest search and rescue teams are on Cuban soil. Now wouldn't it be extremely embarrassing for the emigres if the established Cuban authorities have to rescue them?
