It is clear that given the Senate that we have - and no likelihood for a better one and the economy that we have, it is clear that this bill will be less what most of us want than Kerry/Boxer or the House bill was, but just the act of putting a price on carbon will change a lot. Every company making a decision on something that produces carbon will then have to include the cost of that carbon in their analyses. I think that, especially if the cost is designed to rise over time or even if there is a strong expectation it will, many decisions will be made for the cleaner alternative when without this variable being explicitly in their analysis, the dirtier alternative would be chosen.
