It's a threefold move. Long flap of hair at back of baldspot, another half length at the side.

Fold back flap forwards, fan out.
Fold side flap over back flap and cement in place.
Re-fold front part of back flap back over side flap and fix in place.

Intricate weave covers bald head, double fold accounts for the battleship prow.
