We have been suffering from the same here in California. When you demand 60% or two-thirds majority in passing laws, then the minority can throw a chink in process as has happened in our Legislature and the last session of Congress. It also affects the electoral college. The Republicans like it because historically they are a smaller Party than the Democrats, so it gives them an edge in screwing up everything the Democrats try to do for the country.
