WASHINGTON (AP) - Anti-terror legislation sped toward passage in the House on Tuesday, the first in a string of measures designed to fulfill campaign promises made by Democrats last fall.

Patterned on recommendations of the commission that investigated the Sept. 11 attacks, the far-reaching measure includes commitments for inspection of all cargo carried aboard passenger aircraft and on ships bound for the United States.

"Our first and highest duty as members of this Congress is to protect the American people, to defend our homeland and to strengthen our national security," said Majority Leader Steny Hoyer, D-Md.

Several Republicans criticized the legislation as little more than political posturing in the early hours of a new Democratic-controlled Congress. Democrats want to "look aggressive on homeland security. This bill will waste billions of dollars, and possibly harm homeland security by gumming up progress already under way," said Rep. Hal Rogers, R-Ky.

The vote was a bipartisan 299-128, and Speaker Nancy Pelosi took the speaker's rostrum to announce the passage of the first legislation to clear under the new Democratic majority.

``Our first and highest duty as members of this Congress is to protect the American people, to defend our homeland and to strengthen our national security,'' said Majority Leader Steny Hoyer, D-Md.

The bad news: Assuming you even buy into the OCT, the 9/11 commission was a still a bipartisan cover-your-ass whitewash that never addressed the real reason for terrorism, belligerent U.S. militarism. Another case of the washington "establishment" consensus. I mean they picked Kissinger to lead it at the start for crissakes? That should tell anyone how serious they are about truth or reform.

I'm so tired of the good-cop (Dem) / bad-cop (Rethug) routine. I hope the left-wing populists of the Dems can effect some real change that doesn't involve helping corporations at the expense of the populace.

saying that it is feel good legislation and doens't do ANYTHING.

also heard some guy saying congress doesn't have the RIGHT to try to interfere in a war and that a committe of 435 can't run a war...its crazy that now congress is the bad guy.

I think though that the congress has done more its first week than last years congress in the first month (didn't the congress wait to convene cause a repub was in ethics investigation).

WASHINGTON (AP) - An anti-terrorism measure that easily passed the House faces
tougher scrutiny from senators skeptical of its call for tougher screening for cargo aboard
ships, a new way to divide federal security aid among states and other provisions.

Raising further questions about the bill's future, the Bush administration said it opposed
the measure's collective bargaining rights for airport screeners, inspections of cargo on
passenger airliners and the cargo-scanning requirement for ships bound for U.S. ports.
A White House statement, however, did not threaten a veto.

It is not clear how soon the Senate will take up the measure, which would enact many of
the remaining recommendations by the bipartisan commission, which was formed after the
2001 terrorist attacks to suggest changes the government should make to upgrade security.
The previous Republican-controlled Congress approved many of the commission's proposals,
such as reorganizing the nation's intelligence agencies.
