I post this not just for conversation/analysis but in the hopes that someone can explain to me what the hell Bremer is talking about? They can change everything but the date?

Paul Bremer said Thursday that changes are possible in the formula for establishing a new Iraqi government but the date for the U.S.-led coalition to hand over power remains firm.
"Changes are possible but the date holds," Bremer told reporters, adding that there were "dozens" of methods for selecting the government that would assume control.
Among the options he was a redesigned "caucus" system or partial elections.
"There are literally dozens of ways to carry out this complicated task," he said.
"I invite your attention to how complicated it is." Bremer has said he would not allow the U.S.-appointed Governing Council to adopt a basic law or consitution that was based upon Islamic law.
Bremer spoke ahead of an expected announcement by U.N. Secretary-General Kofi Annan (news - web sites) whether he believes legislative elections are possible by the June 30 handover of power.
