There's only one Dem vote for it -- and it's Zell-out's, so I am using the label 'Dem' loosely -- and at least half-dozen GOP votes against it -- Alexander, Chafee, Collins, Hagel, Lugar, McCain, and Snowe for starters.

Given the need to get a 2/3rds supermajority, the GOP can't do it.
