i used my forceful, engaged voice, raised to a very hearable volume and either asked them a question or made some jokey comment about the weather or having to stand around or similar.
this is what i noticed:
the majority of chicago police officers seemed really bored, but were very approachable and would even crack jokes back to you. the ones i spoke with were doing things like security detail for film production, CTA detail, and sitting for no apparent reason parked somewhere.
there were about 5 that tensed up, made physical cues of latent aggression/defense stance, and one said, "what am i, a fucking map?" but still pointed me in the direction to go (i asked for directions).
there was only one that just said, "keep moving" when i walked towards him.
the task force undercovers are always on the move. their unmarked cars can be seen careening through anywhere at any time. if you see them outside of their cars, it's at a restaurant or arrest situation or at the police building.
i've only seen one or two SWAT (and both at dunkin donuts) outside of vehicles. they wear military style olive green police uniforms and are extremely aggressive. they order coffee and it seems belligerent.
