I think I figured something out.
They think what people say is based on people being 'owned' by different supernatural factions.

That fits there belief in game doctrine.

Thats not how it works, everyone has good and bad in them.

That is part of the delusion of factions in the supernatural playing a game. It is used to break empathy or to get people to think it 'was only those people' not part of them.
