3. It's a charade
Hunter's just making like he gives a shit because San Diegans -- as a port city, with multiple Navy installations along the bay -- don't like it.

He knows the deal is going to go through, so he's faking his concern to provide him some political cover when questions come up this election cycle about how close he was to Cunningham, Wade, and the rest of the bribery boys.
