He says that it requires a stretch that they could not have known that he was so near there military.
He does point out that we could not have done this without the fact that they let us operate there. Part of the theory in the aid program was to work with the people of Pakistan, not the military or a government. Hopes that we will not have a knee jerk reaction that "cuts off our nose to spite our face."
