The Pentagon is strongly supportive of the changes, and recently went on the record saying that they could make the changes even without any action from Congress.Their 2007 budget plan does go under the assumption that the change will occur ,with Department of Defence saving of up to $7 billion. Whether the Pentagon would forge ahead and make the increases or not without Congressional approval is unknown.Much disapproval of the raise in fees comes from Congress,however ,even with the introduction of HR 4949 by Rep. Chet Edwards that would prevent the Pentagon from raising these fees without Congressional approval the bill having 77 co-sponsors.In preparation of the FY 07 budget, the House Budget Committee rejected Edwards amendment to restore $735 million to the TRICARE budget.
