What other forms of torture can Congress legislate not to be torture in your view? How about the rack or iron maiden?

Do you seriously believe that it would be OK for foreign states to treat American POWs under the standards you want Congress to adopt for interrogating, trying and punishing suspected terrorists? How do you feel about the way American POWs were treated in North Vietnamese prison camps in the sixties and seventies?
