It is also conceivable that if the Democrats now controlling Congress eventually try and aggressively link Vice President Dick Cheney to his old corporation Halliburton's lucrative and controversial contracts in Iraq, the White House might want to have plans in place to cover a resignation of Cheney to deflect controversy and to strengthen its national standing at the same time. Nice move on the part of Rove to even hint to threaten with Rice as VP. I believe that Rice would not have a chance of ever becoming the President of the U.S. - BUT - I would think that Hillary would not want to see Rice in as VP. I think Hillary wants to be the first woman to break that barrier - either VP or Pres.

Therefore I don't see Hillary as being aggressive in supporting the removal of Cheney.

4. 25th amendment: confirmed by congress.

Under the 25th amendment, whenever there is a vacancy in the office of Vice President of the United States, the President nominates a successor, who is confirmed by the majority vote of both houses of Congress.

Negroponte is filling a significant void in the State Department. It seems that he may be there to try to advocate for the Baker/Bush the Elder group. They recognize that Rice lacks the ability to complete the tasks they propose. Woodward's book has this quote from Bush the Elder about Rice: "Condi is a disappointment, isn't she? ... She's not up to the job." (page 420)

Bush 2 is pleased to move him, because Negroponte is not supportive of the VP Cheney & Co. stance on Iran. He believes he will be able to solidify the support of the hard-line policies that Cheney has convinced him are his "doctrine."

There is a chance that Negroponte's move is an insurance card for others who view VP Cheney as an unstable force. It is possible that Spiro Cheney will find reason to leave office by summer. If so, it is possible that Rice would be the most acceptable replacement for republicans to rally around.

It would dig up too much dirt on the ugly underbelly of the administration of St. Reagan.

Condi out. Remember she has gone against Bush Policies in the past few months. It could be that they are preparing to have Negroponte take her job.
