But the scholar who helped write the troop buildup plan given to President Bush says the problem is, too many people are using too many different definitions of surge.

The American Enterprise Institute's Frederick Kagan tells AP Radio the proposal he co-wrote calls for thousands more American troops to move in and help overhaul the U.S. counterinsurgency mission. And he says the proposal sees them staying there anywhere from 18 to 24 months, not just a few months.

Kagan says nothing in the proposal suggests the idea is simply to "surge" troops for a brief period. He says many people seem to be discussing different plans and mixing terms.

All surge and no rest makes for a very dull military.

" The ground forces must accept longer tours for several years. National Guard units will have to accept increased deployments during this period.

The president must request a dramatic increase in reconstruction aid for Iraq. Responsibility and accountability for reconstruction must be assigned to established agencies. The president must insist upon the completion of reconstruction projects. The president should also request a dramatic increase in CERP funds.

The president must request a substantial increase in ground forces end strength. This increase is vital to sustaining the morale of the combat forces by ensuring that relief is on the way. The president must issue a personal call for young Americans to volunteer to fight in the decisive conflict of this age."

This man wants war to continue; he is a PNACer. If you read the publication, he is also talking about "clearing out" Iraqi neighborhoods. That, in my opinion, is nothing short of murder - who determines the enemy when they start going door to door shooting people??

This MUST be stopped.

Frederick "Liar" Kagan hands the bushes a plan that keeps our troops dying in Iraq another 2 years. How convenient for the bushes. They can say "stay the course" because the surge has to have two years to work. Let's give the Liars Club, otherwise known as the American Enterprise Institute, a big hand for giving the bushes such an easy out. Of course it ain't easy for our dying troops but since when have neocons cared about our boys and girls dying?

Might as well call it "Pie in the Sky". The guy obviously spends too much time sitting around "thinking".

Before I even clicked on your link I just "knew" this surge drivel had to have come straight from AEI and if not from them, Heritage Foundation.

We gotta get rid of these half-assed "think tanks" (that's using ONE of those words very loosely).

Why even HAVE a president and cabinet? What do THEY do these days anyway? Seems as if they just sit by the fax machine waiting for "ideas" from their tankers.
