Can anyone explain how the congress can stop "the surge" the process? |

i know /kennedy wants to bring it to vote but is it more than a paper tiger or will * just go around the congress as he has done in the past?

refuse to pay for it. Pass a binding resolution refusing funding for any additional military action in Iraq. not going to happen, though.

Of course, I fully expect Bush to spend the money anyway with or without Congress which will lead to a constitutional crisis on who controls the purse strings. They will push the Unitary Presidency and live or die with it. I think they are salivating at the chance.

this would prevent a dramatic escalation by Bush, they could ask what numbers could be allocated to cover normal losses to maintain current levels. I remember Condoleezza Rice saying that they would pull out US troops if Iraq had a civil war but they are not following up on their promises.
