What will Bush reference in SOTU speech to get "bi-partisan" applause?

What will Bush reference in SOTU speech to get "bi-partisan" applause?
With Nancy Pelosi sitting behind him, he is determined to make her stand up and applaud as many times as possible. It's small points like that which are important to a big thinker such as the president.
I suppose it will not take him long to speak about the "sacrifice" that our "brave" troops are giving to our country and in the defense against the "evil terrorists" of the world. So he will attempt to kill two birds with one stone - try to get a standing ovation for the troops and "legitimize" his war on "terrorism" at the same time.

...when the Sergeant-At-Arms announces, "Madam Speaker, the President of the United States." Will it be muted, polite or will the minority party try to create a "scream" moment?

The minimum wage should be raised. (but not as high as the Democrats think, and only if the rich get more tax cuts)

We should fund education for the children. (some day . . . after the defense contractors can't think of anything to spend money on)

We need a health care plan. (as long as the CEOs of drug companies and HMOs can still take their millions out of the pot)

We should support the troops. (to do whatever Bush wants)
