Man Likens War Referendum To Vietnam Protests

MADISON, Wis. -- Joe Elder has lived through a war debate before.
In the 1960's, when opposition to the Vietnam War was just starting to take shape on the UW campus, one of the men who shaped it was Elder, a UW assistant professor. ..... While the vote has no legal effect, Elder believes it is important.
"It is part of the democratic process," said Elder. "We say what we believe and learn what we can and then we make our voices heard anyway that seems possible."
Referendum opponents disagree saying a "yes" vote will only hurt troop morale without affecting change.
