Ultimately, the future of the car makers will be decided by the next President -- Barack Obama.
"It will be extremely challenging to meet the terms and conditions of this federal loan, because these companies in 90 days, they are being asked to solve 30 years worth of problems," auto analyst John Casesa said.
The President-elect, who was briefed on the negotiations, did not criticize the White House deal. But he did send a message to the labor unions that believed the federal aid had come at the expense of singling out workers.
"I just want to make sure that when we see a final restructuring package, that it's not just workers who are bearing the brunt of that restructuring," Obama said.
