Snow says that if subpoenoes are issued by the House/Senate, then the offer rejected.
However, if turning over the documents requested to the House and the Senate is the right thing to do, then why would they withhold those very documents because the House and Senate will not agree to withhold serving subpoenoes on the White House officials?
Either it is the right thing to do or it is not, regardless of what the House and Senate do.
The way Bush and Snow presented the offer, doing the right things is a bargaining chip --and if they do not get their way, they won't do the right thing.
