The main reason for the improvement?

lower costs for the TARP program than previously projected.



For the record, the March 2009 deficit was part of the last Bush budget. Obama's first budget was/is fiscal year 2010 (passed in spring of 2009).

From the same article:

Even with the change, the administration is still projecting that the budget deficit for the entire year will surpass last year's all-time high of $1.4 trillion.

"The deficit through the first six months of this budget year totals $716.99 billion, a drop of 8.2 percent from the same period a year ago. However, the administration is projecting that the deficit for all of 2010 will hit an all-time high of $1.56 trillion, up from last year's record of $1.4 trillion."
