Need help on finding a story...

Several months ago, it was reported that the government (I cannot remember which program) sent out more than 70,000 checks to people who had died, were in jail, or
had moved etc..That the checks were basically proof that the federal government wastes and is inefficent. (according to main stream media..and wingnuts)

It turned out that the 70,000 was anti government hype by media.
After careful research, the agency, (I do not recall which), it was found that 70,000 was correct but that represented less than one percent of the total of over 50,000,000 checks that were sent out. Actually, that agency that sent the checks out, was over 99.5 % efficent. And, after research, it found out the truth.

In trying to prove that the media lies. I need absolute proof to show the idiots. While the 70,000 was reported everywhere, and thought of as "AWFUL WASTE"
the entire story was not reported. It was not waste, but actually quite efficent...very acceptable for any large organization... 99.5 percent efficency is pretty good. Some checks would be sent out wrong by any large organization sending out that many.
This is what I need to argue with when I defend government.. the media lied about the totality of the story..presenting to the nation an expo of waste, that turned out to be an example of doing a very good job,,,,

The second part was not reported nation wide with the truth, and with the impact of the original story ... It was underreported.
